Dogs in shops: one simple rule
One question settles nearly every case: does the shop sell food?
Food shops forbidden — bakery, butcher, grocer, supermarket. The departmental sanitary regulation bans animals and requires the ban to be displayed at the entrance.
Non-food shops the shopkeeper decides — bookshops, clothing, garden centres, pet shops. No text settles it either way.
Why food shops are a separate case
The departmental sanitary regulation governs places where food is sold. The Paris text, article 125-1, is unambiguous: "access for animals, in particular dogs, is forbidden. This ban must be displayed at the entrance of every shop." Other departments use the same wording.
So the baker is not being difficult — he is applying a rule, and the sign on his door is a legal obligation, not a preference.
Supermarkets, in practice
They fall under the same rule, which makes the tolerance you sometimes see at the checkout legally fragile: it depends on the manager, not the law, and can end overnight. Many chains now install tie-up points outside — the more honest compromise.
Everything else is the shopkeeper's call
Bookshops, clothing, DIY, garden centres, hairdressers, galleries: nothing forbids or requires. Small independent shops often welcome dogs; large chains usually have a house policy that is rarely published online. Shopping malls set their own rules, generally stricter than the shops inside them.

Food shops included. Article 88 of the law of 11 February 2005 opens every place open to the public to them, at no extra charge. Refusal costs €150 to €450, up to €1,500 for a repeat offence.
Knowing before you go
