Dogs on the beach: the rule comes from the town hall

There is no national French law banning dogs from beaches. There are thousands of municipal orders — and that is exactly the problem.

The mayor decides. Article L2213-23 of the local government code gives the mayor authority over bathing and water activities, from the shore out to 300 metres. That is the basis for regulating animals.

So the rule changes from one commune to the next, often from one beach to the next within the same commune, and by season and time of day.

How to find the rule for your beach

The mayor must inform the public by notices at the town hall and on site. In practice, look in three places:

The sign at the beach entrance — the authority on the spot.
The commune's website, under municipal orders or beaches.
The tourist office, which often publishes the list of dog-friendly beaches.

Common wordings: a total ban from 1 June to 30 September; allowed out of season; allowed early morning and late afternoon; or one designated beach, usually out of the way, open to leashed dogs.

Why so many bans

The reasons given are almost always the same: hygiene of bathing areas, bather safety, public order, wildlife protection on natural beaches. These are precisely the grounds municipal police powers cover, which is what makes such orders hard to challenge.

What you risk

Breaching a municipal police order is a fine. The amount depends on the class set by the order and on the commune. Tourist communes do enforce it in July and August, including early in the morning.

Guide and assistance dogs

They are exempt: article 88 of the law of 11 February 2005 opens places open to the public to them, beaches included. A municipal order cannot override that.

The habit that works

Check the exact beach name on the commune's website before driving out. For the rest of the day — the café on the seafront, the harbour restaurant, the hotel — the verdict shows on the Google Maps listing with Woofpass.
